
The District Department of Transportation (DDOT) has announced a $1.34 million federal fund injection aimed at expanding electric vehicle (EV) charging infrastructure across the nation's capital. This move, part of the first round of conditional awards from the National Electric Vehicle Infrastructure (NEVI) Program under the Bipartisan Infrastructure Law, represents a significant stride toward realizing the District’s ambition of carbon neutrality and climate resilience by 2045.
In a statement obtained by DDOT, Director Sharon Kershbaum commented on the initiative, "The District is committed to becoming carbon neutral and climate resilient by 2045. This first round of awards under DDOT’s NEVI Program are bringing us one step closer to that goal." The awarded grants are competitive and have been extended to Shell, operating under the corporate shell of Equilon Enterprises LLC. Shell is set to construct Direct Current Fast Charging (DCFC) stations across four designated sites along Alternative Fuel Corridors (AFC). These sites are strategically located along key commuter routes, including I-295, Pennsylvania Avenue SE and I-695, US-1 (Rhode Island Avenue NE/NW), and US-50 (New York Avenue NE/NW). In alignment with the awards, Shell carries the obligation to ensure that the EV charging stations remain operational at a minimum of 97% availability for a duration of five years from the public opening date.
Key details cited by DDOT reveal that the total project costs range from approximately half a million to over seven hundred thousand dollars per site. The conditional awards signify progress in the District’s NEVI Deployment Plan and also underscore the federal build-out requirements, satisfying the criteria for five out of six AFCs within the District. By the anticipated opening at the end of 2025, these stations will bolster the existing EV infrastructure substantially.
As the District prepares for a second funding round in 2025, DDOT’s focus will eventually pivot to community charging build-out plans, aiming for the installation of a NEVI charger in each of the District’s eight Wards.
