According to the police account, the suspect, identified as Paul Neilson, threatened to kill a woman and attempted to run her over with his vehicle the woman escaped yet she was pursued by Neilson, the tense situation escalating into Neilson barricading himself inside his home, a location filed high with junk obstructing access. Tactics such as negotiation, pumping tear gas into the house for two hours, and a tactical siege approach proved ineffective in persuading Neilson to surrender—he even texted a negotiator to "stop harassing him" as FOX6 News reported.

The standoff came to an end with the intervention of a K-9 unit, as substantiated by WISN 12 News. K-9 Arko was able to subdue Neilson in the basement of the home, resulting in Neilson’s arm being bitten and facilitating his eventual surrender to the authorities.

During the arrest both the suspect and law enforcement officers experienced injuries, with two officers sustaining minor injuries, one a calf injury the other a knee, and both were treated at a hospital, furthermore, Neilson was taken to Waukesha Memorial Hospital for medical clearance before his transport to jail, charged with several domestic-related offenses. The woman involved in the incident had reported to authorities that Neilson had choked her previously and disclosed that firearms were accessible to him in the home, as per Milwaukee Journal Sentinel.
