In a push to expedite development in Bellevue, the City Council has voted unanimously to adopt permit streamlining measures aimed at aligning city regulations with Senate Bill (SB) 5290 requirements, according to an official City of Bellevue, WA official announcement. This includes simplifying project requirements and introducing a formal appeals process for director's rules.
The approved land use code amendments, discussed in a public hearing on Tuesday, are a response to the SB 5290 legislation signed into law in 2023 designed to reduce approval times for housing developments. The changes are said to "support more detailed public feedback" and increase transparency in the rulemaking process. The full discussion and details of the measures can be found on Bellevue Television’s replay here.
On the same day, Bellevue City Council also directed staff to prepare legislation supporting the 2025-2026 Administrative Budget and Work Program proposed by A Regional Coalition for Housing (ARCH). ARCH, an alliance of King County and 15 Eastside communities, has been instrumental in creating and preserving nearly 10,000 units of affordable housing in the region. The group's Executive Board had approved the budget back in June, striving to build affordable housing at an accelerated pace.
Moreover, King County Metro presented updates on the planning efforts for the RapidRide K Line, which will connect Kirkland and Bellevue. According to the update, community feedback has highlighted the importance of integrating the line with Sound Transit’s light rail 2 Line and improving travel speed and reliability. Metro’s recommended route would put the K Line along the 110th Avenue NE corridor, with capital improvements like BAT lanes being proposed to enhance bus service. Council underscored that employer shuttles should also have access to the bus-priority lanes.
Fostering community spirit and support, the Bellevue council celebrated local small businesses with a proclamation for Small Business Saturday. This move acknowledges the crucial role of small businesses in contributing to both the economy and the social fabric of the community.
