
Norristown's Police Chief Jacqueline Bailey-Davis has been placed on administrative leave, with Municipal Administrator Leonard Lightner making the announcement on Monday. Appointed on January 2, as the first Black woman to lead the department, Chief Bailey-Davis's suspension has raised questions among the community, given the lack of revealed details concerning the rationale behind this administrative action.
According to a statement obtained by NBC10 Philadelphia, Lightner expressed, "The Municipality recognizes the complexities and challenges associated with leadership in public service and remains committed to ensuring transparency and accountability while respecting the confidentiality of personnel matters." In a separate statement released, Lightner stressed the municipality's commitment to public safety, and the ongoing efforts to serve residents effectively, amidst navigating the chief's leave.
The Norristown police force is reportedly experiencing a staffing crisis, currently down to 53 officers from a budgeted 69. Matt O'Connell, the president of the Norristown police union, told Action News that "The last year has been very difficult, and right now, the men and women of Norristown Lodge 31 Fraternal Order of Police support the municipal manager as he navigates this latest challenge," despite the strain on the force.
Data on crime in Norristown during Chief Bailey-Davis's tenure, revealed by a journalism team at Action News, shows crime rates being relatively unchanged from the previous year, with the exception of a 40% increase in robberies. Assuring the safety of the community, Municipal Administrator Leonard Lightner stated, "Our priority remains to uphold the trust of our residents and ensure the safety and well-being of all who visit, have businesses in Norristown and call Norristown home."
While Chief Bailey-Davis has chosen to remain silent on the matter so far, the Norristown leadership insists that the police operations, meant to protect over 35,000 residents, will not be hindered by her absence. In his statement, Lightner promised that the council and municipal leadership are, "focused on maintaining stability within the Police Department," as reported by PHL17 News.
