
In a significant crackdown on human trafficking in Portland, the Portland Police Bureau's Human Trafficking Unit (HTU) has made numerous arrests and seizures along NE 82nd Avenue and NE Sandy Boulevard. The operations, spanning the last two months, were in response to complaints from the community about disturbances and signs of illicit activities in the area. The multi-agency effort included assistance from local precincts, the Multnomah County District Attorney’s Office, and Safety Compass, a non-profit aiding survivors of exploitation and trafficking.
Local law enforcement efforts have led to the arrests or citations of several individuals for Commercial Sexual Solicitation (CSS) and Unlawful Prostitution Procurement Activities (UPPA). Among those apprehended are Abdulaziz Al Ghadeer, 24, Portland, OR; Ruben Blancas-Prado, 50, Vancouver, WA; and Noah Bullard, 36, Damascus, OR, according to a statement by the Portland Police Bureau. Additional charges included warrant arrests, firearm-related charges, and driving while suspended misdemeanors. In total, the missions resulted in two guns seized, and six vehicles towed, furthering ongoing investigations.
The operations also encompassed a victim service component, with approximately 30 providers contacted, their needs assessed, and various forms of assistance offered. PPB's Victim Services Unit and Safety Compass worked together to provide resources and advocacy for individuals under 25 who have experienced commercial sexual exploitation. The HTU emphasizes a trauma-informed, victim-centered approach due to the complex nature of the cases involving human trafficking survivors.
