
In a nod towards enhancing local government leadership, the Texas Association of Counties (TAC) has extended a scholarship to Rockwall County Justice of the Peace Mark Russo, enabling him to join the ranks of county officials in the Leadership 254 program. Announced via the Rockwall County website, this initiative targets county officials to elevate their abilities to navigate the distinct challenges that come with public service. Russo is set to participate in the 2025-26 Leadership 254 class, alongside peers from varied county offices across Texas.
The program, which spans 14 months, comprises four training modules each lasting two to three days, kicking off in February 2025. Focusing on reflection, growth, and transformation, Leadership 254 operates under the premise that fostering leadership capabilities is key to engendering positive change within Texas counties, and by extension, the state itself. TAC underwrites participants' tuition, affirming its commitment to empowering county officials.
TAC, founded in 1969, stands as a collective voice for all 254 Texan counties and their officials, providing services and promoting the indispensable role of county governments. In line with their objectives, Leadership 254 is a testament to TAC's dedication to pronouncing the county perspective not only to state officials but also to the broader citizenry of Texas.
The scholarship award to Russo was confirmed through a Rockwall County announcement, showcasing the county's involvement and stake in enhancing the leadership capacity of its officials.
