The provision for this expansion has come from a campus investment of $35 million, which the UT System will funnel partially from endowment distributions and the Available University Fund. This is a concerted effort by the System to ensure fair access to education irrespective of a student’s economic standing. Kevin P. Eltife, chairman of the Board of Regents, expressed the board's commitment, stating, "To be in a position to make sure our students can attend a UT institution without accruing more debt is very important to all of us," as FOX 7 Austin reported. In a statement obtained by NBC DFW, Chancellor James B. Milliken viewed the initiative as a "game changer" that promises to "improve access to colleges for all Texans."

Starting in 2025, students from families with an adjusted gross income of less than $100,000 will be eligible for the program, provided they enroll full time and seek state and federal aid. Such an initiative is representative of the University of Texas System's broader vision to make higher education accessible to more Texans. As per NBC DFW, current data indicates that around 60% of Texas households could stand to benefit from this expanded threshold.

The "Promise Plus" program isn't new; it was originally inaugurated in 2022, targeting families with adjusted gross incomes of $65,000 or less. This latest amendment seeks to broaden the scope to encompass a wider demographic. The University of Texas System, which includes prominent institutions such as UT Austin, UT Dallas, and UT Arlington, boasts the largest university system in Texas, with over 256,000 students across 14 institutions. With the UT System’s expansion of the "Promise Plus" program, they're looking to set firmly their commitment to educational equity, as UT's statement on its website suggests: "This is a next significant step in the regents’ ongoing commitment to guarantee that every qualified Texan who aims to earn a bachelor’s degree from a UT institution can do so, regardless of financial circumstances."
