
Local governance in St. Johns County is seeing a recent shift as Commissioner Christian Whitehurst joins the Value Adjustment Board (VAB), following a decision during the board's regular meeting on Tuesday. Whitehurst, along with Commissioner Krista Joseph—who has additionally taken the role of chair for the VAB—will help oversee a process crucial for taxpayers with grievances regarding property appraisals.
Charged with electing two of its members to the VAB, a mandate stipulated by Florida Statute 194.015 and Chapter 12D-9.004 of the Florida Administrative Code, the St. Johns County Board of County Commissioners swiftly executed its duty. According to a report by St. Johns County's official website, the motion was passed with a clear objective of addressing the public's contestations over property assessments.
The VAB functions as a mediator between the Property Appraiser's office and property owners who take issue with their assessed values, exemptions, or classifications. August signals the time of year when taxpayers receive the Truth in Millage (TRIM) notices. It's these documents that lay bare the county's view of what their property's worth—the crux of potential disputes.
Managing the labyrinthine VAB process is the Clerk of the Circuit Court and County Comptroller's office, with clerks from the Minutes and Records Division tasked with juggling petitions, coordinating hearings, and keeping an official record. Hearings are scheduled upon request of the taxpayers to make their case, keeping the democratic spirit alive in the appraisal process. Serving as a crucial check within the local tax system, the VAB ensures fairness and provides a voice to those in disagreement with the government's financial reckoning of their property's value.
