One particular arrest drew attention with a video capturing a foot chase involving Folsom Police and a young man accused of stealing alcohol from a local Target. David Hicks, a 19-year-old from Rancho Cordova, is seen fleeing with goods totaling an approximate worth of $100. His attempt to evade law enforcement was unsuccessful, and he was subsequently arrested for shoplifting and resisting arrest.
