A judge in Blue Earth County has granted a civil commitment hold for a level 3 predatory offender, preventing his release into the Mankato community, according to the City of Mankato, Minnesota Government. Dwayne Qutez Irving, who was subjected to this order, will continue to be held at the Moose Lake Correctional Facility pending further court decisions.
Details about the decision to hold Irving were posted on the City of Mankato's official Facebook page, which stated that "Blue Earth County judges have found sufficient grounds to sign a civil commitment hold order for level 3 predatory offender, Dwayne Qutez Irving." The community has been informed that the public safety department will keep residents updated on developments regarding Irving's status and potential release.
Irving, whose past offenses have earned him the designation of a level 3 predator, the category considered most likely to re-offend, remains in legal limbo as he awaits a follow-up court appearance. That appearance is scheduled for February 12, 2025, when the courts will reassess the conditions of Irving’s hold and any possibility of his reintegration into society.
The announcement from the city has provided some reassurance to concerned citizens who may be wary of a level 3 predatory offender residing in their neighborhood. The Department of Public Safety assured that they will "keep the community informed if judicial decisions lead to Irving's release in Mankato."
