The Los Angeles County Department of Public Health's Service and Bed Availability Tool (SBAT) has clinched the 2024 Innovation Award from the California State Association of Counties (CSAC). In a county-wide competition with over 400 entries, the SBAT emerged as the top program, a testament to its effectiveness in transforming access to substance use disorder (SUD) services.

The SBAT, an initiative by the county's Substance Abuse Prevention and Control Bureau, has set out to seamlessly connect individuals and families seeking SUD treatment with real-time information on residential bed availability. What seems to have set it apart is a user-friendly and filterable interface that helps residents quickly navigate more than 350 SUD provider locations within Los Angeles County. Since its rollout, the tool has garnered 485,000 page views, becoming particularly instrumental for underserved communities. A backend dashboard, launched in 2021, saw its page views significantly increase from 1,800 in 2021 to over 49,000 in just the first half of 2024.

Dr. Barbara Ferrer, Director of the Los Angeles County Department of Public Health, praised the innovation behind the SBAT. "The Service and Bed Availability Tool exemplifies our commitment to innovation and equity,” she said. "By making real-time access to substance use disorder treatment services simple and transparent, we are breaking down barriers and ensuring that all residents, regardless of their circumstances, can find the support they need." This statement was obtained by the CSAC's announcement. Over 93% of residential providers now update their bed availability daily, which guarantees the tool's data remains precise and current.

The CSAC's Annual Challenge Awards are designed to celebrate and recognize the forward-thinking and effective solutions conceived by California counties to enhance services for its residents. It honors a diverse portfolio of programs, and the SBAT's receipt of the Innovation Award underscores the county's drive to not only innovate but also equitably cater to the needs of its populace. The Los Angeles County Department of Public Health, bolstered by such accolades, aims to continually expand its reach and optimize the support offered to those battling substance use disorders.
