The uncovered operation, which was based within New York's Chinatown, saw Chen and a co-defendant, Lu Jianwang, work diligently together to establish what is considered the first known overseas police station by the PRC in the United States, although Lu Jianwang has since pleaded not guilty and awaits trial, their endeavors were ultimately aimed not at promoting public safety but seemingly to further China's control and surveillance over its diaspora.
Officials from the Department of Justice and the FBI have condemned the activities of the station as a direct violation of U.S. sovereignty, with Breon Peace emphasizing the importance of protecting the rights of those who seek refuge from authoritarian regimes, a sentiment echoed by Assistant Attorney General Matthew G. The investigation revealed that Chen and Lu were acting under the direction of an MPS official, whose communications with the defendants were found to have been deleted during an FBI search of the site, which was located on an entire floor of a Manhattan office building and the office was abruptly closed back in the fall of 2022 after the FBI's sting operation; facts were presented during the plea proceeding that encapsulated the gravity of such unauthorized law enforcement operations on American soil.
