In a significant stride toward inclusivity, the Milwaukee County Board of Supervisors ushered in a new era of communication within their meetings by launching closed captioning and translation services available in English and Spanish. The decision, put into effect starting from their December 19, assembly, is aimed at enhancing public accessibility and participation in governmental proceedings. The meeting, held in Courthouse Room 200 and concurrently broadcasted online via the County Legislative Information Center, marks a notable moment in the county's ongoing efforts to foster an equitable environment for its diverse populace, according to the Milwaukee County.
Acting upon a 2022 budget amendment, the initiative was spearheaded by Chairwoman Marcelia Nicholson, alongside Supervisor Juan Miguel Martinez, who together championed this cause to strengthen the connectivity of the county's denizens to its democratic processes. "The Board continues to take action to meet people where they are and live up to the County's vision for equity," said Chairwoman Nicholson, whose leadership as the first Black woman and Latina elected in the role underscores the commitment to these values. According to the Milwaukee County news release, Nicholson stated that the inclusive initiative "removes barriers by providing a tool that encourages citizen engagement with their local government, creating a more representative democracy."
Implemented through the County Information Management Services Division, this program echoes similar advancements that have been made by the City of Milwaukee. The services are available to all who wish to follow along meetings via County Legislative Information Center, offering one link for English captions and a separate one labeled "Subtítulos en español" for Spanish subtitles. Once the meeting commences, users can activate captions by clicking "In Progress" under the Video column and then using the CC button on the video player to toggle them on or off. The Information Management Services Division has also created an instructional guide complete with screenshots, ensuring ease of access to these new features for all users, as reported by the Milwaukee County.
This development in Milwaukee stands as a testament to the enduring work of policymakers like Supervisor Caroline Gómez-Tom, who shed light on the imperativeness of representation and the need to adapt legislation to serve and reflect the demographics of a community. As outlined in the Milwaukee County news release, the vision of the Milwaukee County Board is one where all individuals have access to County services and resources, backed by the adoption of equitable measures and technology that welcome broader participation in the civic sphere. The adoption of translation and captioning services is not merely an administrative update; it is an acknowledgment of the myriad ways in which the act of being heard and understood functions as the cornerstone of democracy.
