A Baltimore County man, identified as Omubo Micah, 55, from Perry Hall, has received a sentence of four years of probation following his conviction for assaulting a resident with an intellectual disability. According to a report by CBS News Baltimore, the incident, which took place in April 2024 at the Creative Options, Inc. facility located on the 6100 block of Eastern Parkway, was caught on a security camera.

Footage from a neighbor's security system, reviewed in April, inadvertently captured the violent exchange. As Maryland Attorney General Anthony Brown put it, "People with intellectual disabilities are some of the most vulnerable residents of our State." Throwing a chicken bone from the side door of the home into the neighbor's yard, the victim, whose caregiver was Micah, was seen being forcefully handled—grabbed by the shirt and thrown aside—then struck in the head and punched as they both moved out of the frame, according to the statement detailed by CBS News Baltimore.

The Office of the Attorney General deemed the assault unacceptable, highlighting a community's trust in its caregivers. "They rely on their caregivers for help to complete essential, daily tasks. They deserve to feel safe and supported by their caregivers, not fear them," said Attorney General Brown, per NottinghamMD, emphasizing the state's commitment to protecting its vulnerable citizens.

Judge Yolanda Tanner of the Circuit Court for Baltimore City handed down the sentence on December 16, stipulating that Micah's four years of probation will be supervised. During this period, he is required to complete an anger management program. Suspended for five years in favor of the probation, Micah has also been prohibited from providing direct care to vulnerable adults and working with any healthcare provider that secures state or federal funds. Micah's barred from caring for the vulnerable, ensuring a distance from those he once was entrusted to protect, according to NottinghamMD.
