Richard Peters, who was golfing at the time of the crash, told CBS News Los Angeles about the moment the engine appeared to fail. "It looked like the engine was failing," he said. "The prop stopped turning, and then he overshot the fairway here and then he hit that pole and then it flipped and hit the tree." The Federal Aviation Administration has been notified, and a Hazardous Materials crew is on-site working to contain and address the fuel spill.
