Germantown's Public Works Department is set to welcome new leadership as the current director, Bo Mills, announced his retirement after dedicating nearly four decades to the city's development. Mills, who played an instrumental role in enhancing the city's infrastructure, including adding a new water tower, will be stepping down in April. According to the City of Germantown news release, the transition marks the end of an era and the start of a “promising new chapter” with two fresh faces taking the helm.
Mills leaves a significant legacy underscored by projects like installing the 500,000-gallon water tower, which earned the Bob Freudenthal Public Utility Project of the Year Award from the Tennessee Chapter of the American Public Works Association (TCAPWA). Seeking to maintain the caliber of leadership that Mills represented, city officials conducted a thorough search for his successors. In a statement reported by the City of Germantown, Mills expressed his confidence in the new appointments: "Both Allen Broughton and Nick Pulido bring strong leadership experience to our Public Works team," he said. "They are both respected professionals with vast experiences that have prepared them to be tremendous public servants."
Allen “Oz” Broughton, who will step into the Director role, comes to Germantown with extensive public service experience, including his latest position with the Port of San Diego. A former Marine Corps colonel with executive leadership, Broughton was selected for his management expertise. “I’m excited to begin serving the residents and employees of Germantown by joining the Public Works team,” Broughton told the Germantown news release. “My focus will center on maintaining public services while developing and implementing new ideas and approaches that are beneficial to the City and the community.”
Coming in as the Assistant Public Works Director is Nicholas Pulido, a former chief engineer in the U.S. Navy, responsible for critical engineering departments. Pulido echoes Broughton's sentiment of service and dedication to community goals. “I am thrilled to join the City of Germantown and its Public Works Department,” Pulido said in a statement, per the city's press release. “I look forward to contributing to the continued delivery of exceptional service and helping to lead a dedicated team to achieve the community’s goals and objectives. It is truly an honor to be part of such a highly esteemed City and department, and I look forward to providing Excellence. Every day.”
Mills, who is slated to stay until April, will oversee the transfer of knowledge and leadership to Broughton and Pulido, ensuring a smooth succession. The staff and residents of Germantown who hold Mills in high regard can anticipate that the values he championed will persist under the direction of the incoming leaders.
