While set in motion the second deal, Torres Angulo mentioned, in conversation with the undercover officer, setting aside a considerable 15 pounds of methamphetamine if the officer visited him in Tulare.

The Federal Bureau of Investigation led the probe into these activities with assistance from the Drug Enforcement Administration, Homeland Security Investigations, and the Tri-County Drug Enforcement Team (TRIDENT). Assistant U.S. Attorney David W. Spencer took charge of the prosecution. According to the U.S. Attorney's Office, the thorough investigation was instrumental in peeling back the layers of Torres Angulo's operation.

This conviction stands as a part of the broader efforts of the Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, focusing on the establishment of permanent multi-agency task force teams. These teams, as described in the statement, are tasked with conducting intelligence-driven, multi-jurisdictional operations to disrupt and dismantle major drug traffickers and criminal organizations. It was after Torres Angulo helped coordinate a third deal for 10 pounds of methamphetamine in Terra Bella, the Sacramento Strike Force stepped in, whose mission encompasses the identification, investigation, and dismantling of significant drug trafficking operations traversing the Eastern District of California.
