An Ontario woman has been arrested and booked on theft and drug charges after deputies were called to a retail store in Rancho Cucamonga, raising questions about the effectiveness of recent legislative attempts to curb such activities. Kristen Renee Edwards, a 36-year-old resident of Ontario, was taken into custody on Tuesday when deputies responded to a theft report at Ulta Salon. According to the SBSD Rancho Cucamonga Police Department, Edwards was found with several cosmetic items in her purse that she had allegedly not paid for.

Edwards' confrontation with law enforcement highlighted the challenges faced by Proposition 36, dubbed "The Homelessness, Drug Addiction and Theft Reduction Act," which was passed by California voters and came into effect on December 18, 2024. As deputies searched Edwards, they discovered cocaine, fentanyl, and methamphetamine, leading to charges including possession of a controlled substance, as detailed by the SBSD Rancho Cucamonga Police Department. After being arrested by deputies from the Rancho Cucamonga Station, Edwards, who had been previously convicted of theft, faced enhanced sentencing due to Proposition 36's provisions.

Following her transport to the West Valley Detention Center, Edwards was found to have additional controlled substances on her person, warranting an extra charge of bringing controlled substance/paraphernalia onto jail grounds. The San Bernardino County Sheriff's Department has urged anyone with information regarding the incident to contact their hotline or the We-Tip Hotline for anonymous tips.
