
On the evening of December 30, 2024, law enforcement officials responded to a theft report at the Target store located on Foothill Boulevard in Rancho Cucamonga. According to the SBSD Rancho Cucamonga Police Department, Zimbalist Keyth Pritchard, a 44-year-old resident, was apprehended by deputies for alleged petty theft. Target loss prevention officers had previously caught Pritchard shoplifting, and upon his return, observed him again attempting to conceal items.
As California grapples with issues of homelessness and drug addiction, voters passed Proposition 36 to adjust the legal framework surrounding these incidents. This new act, which reforms some parts of the previous Proposition 47, took effect on December 18, 2024, and allows for enhanced sentencing. When deputies detained Pritchard, they reportedly found him in possession of stolen property and also caught an instance of him on camera tampering with a security device on an electronic item.
Pritchard's history with the law, marked by prior theft-related convictions, came into play under Proposition 36. This record prompted his arrest under PC 666.1(a)(1), a charge addressing petty theft with prior convictions. Following his arrest, officials booked Pritchard into the West Valley Detention Center, as detailed by the SBSD Rancho Cucamonga Police Department.
