
Tensions are rising at the state capitol as House Appropriations Chairman David Livingston seeks clarification on the financial status of Arizona's Developmental Disabilities program. Livingston sent a letter to Governor Katie Hobbs, expressing concerns about fiscal management and the lack of communication with lawmakers. The letter, which was shared during a recent Appropriations Committee hearing, highlights the growing funding requirements for the program, which have increased from $109 million to $122 million, with potential implications for the program as early as April.
The chairman expressed criticism of the governor, stating "This administration has made major financial commitments without consulting the Legislature, and now families are staring down the consequences of an unsustainable program," according to the Arizona House of Representatives. Livingston's letter outlined three key factors contributing to costs: expanded eligibility, rising rates, and the ongoing Parents as Paid Caregivers Program (PPCG). He requested that the governor provide a plan to manage PPCG program hours, prevent service duplication, and ensure that spending is appropriately overseen.
The financial pressure isn't just due to recent increases; Chairman Livingston highlighted the program's budget growth under Governor Hobbs, which has risen from $750 million to $1.5 billion. He raised concerns about a lack of fiscal discipline and oversight, questioning the eligibility criteria and whether service coordinators may be approving unnecessary hours under pressure. Livingston also directly addressed the governor's upcoming FY26 budget proposal, which includes an additional $328 million in General Fund spending, effectively doubling the expenditure from the past four years.
