Arizona is wrestling with a significant shortfall in its Developmental Disabilities (DDD) program, and the tension between state officials is palpable. To address the $122 million crisis, House Appropriations Chairman David Livingston has directly challenged Governor Katie Hobbs to step up and take action. Yesterday, Livingston delivered a pointed letter to Governor Hobbs which accused her administration of budget mismanagement and an unwilling decision to seriously engage with the Legislature.
According to a document released by the Arizona Legislature, Livingston's correspondence outlines his efforts over the past seven weeks, during which he hosted seven Appropriations Committee hearings. He stated, "For the past seven weeks, I have held seven Appropriations Committee hearings, laying out in clear detail how your administration’s budget mismanagement is creating serious financial risks for the state." Livingston further accused the Governor of avoiding genuine discourse, saying, "At every turn, I have asked for serious, responsible discussions to address this situation, yet your office continues to say you 'aren’t ready.'"
The Chairman has not only called for Governor Hobbs to fully acknowledge the current fiscal challenges but also to collaborate with the Legislature in finding a sustainable solution. He criticized the Democrats' recent attempt to hastily authorize additional spending without implementing structural reforms, describing it as a short-term fix that fails to prevent similar issues in the future. Livingston claimed that this move was rejected by Republicans who are advocating for "responsible budgeting, not knee-jerk political stunts."
Livid with what he considers a lackluster response from the Governor's office, Livingston's letter paints a picture of a unilateral decision-making process that has left Arizona taxpayers to foot the bill. He condemned the Hobbs administration for suggesting that lawmakers should "pass it" and trust an administration that, in his opinion, has already demonstrated a lack of responsible governance. "Your budget proposal is grossly unbalanced, leaving out over $800 million in expenses," he asserted in the letter. Governor Hobbs has yet to respond publicly to the letter or provide a detailed plan to remedy the funding issue.
As of yet, there has been no clear path forward to conclusively resolve the funding shortfall. Arizona families reliant on the DDD program are left in uncertainty as state officials grapple to find common ground.
