With more than two decades of experience at the city, Doyle's promotion represents an alignment of her skill set with strategic city functions that significantly contribute to the local economy.

Doyle joined the city in 2003, climbing up the ranks from a senior budget analyst to budget manager, and later as a budget director in 2009. She even carried the role of acting city treasurer for nine months. With a tenure as the community services assistant executive director since July 2023, under her belt, Doyle is ready to drive growth and efficiency in her new role. Notably, her recent responsibilities included oversight of planning & business operations for Scottsdale Library and Human Services.

Her educational background is solid, with a bachelor’s degree in business management from the University of Minnesota-Duluth and a master’s of business administration from the University of Phoenix. In addition to her extensive experience, Doyle is affiliated with multiple professional organizations including the International City/County Management Association, American Library Association, and Arizona Women Leading Government. Furthermore, she is a alum of Scottsdale Leadership, Class 39.

According to the city's announcement, Caton is optimistic about the cohesive strategies and improvement in operations that Doyle's leadership is expected to bring. Doyle's experience in governmental and private sector roles positions her as an ideal candidate to drive business-focused activities within the city of Scottsdale.
