
The Knoxville Police Department (KPD) has released its 2024 Year in Review, highlighting major strides in crime reduction and community engagement. In a forward-looking summary published on January 31, Chief of Police Paul Noel reflected on the department's accomplishments, stressing the importance of the four core areas—crime, community, culture, and career development—that guide the KPD's mission.
"Our highest priority is always reducing crime and improving the quality of life," said Noel, citing a "significant reduction in violent crime" last year with figures notably including a 45 percent decrease in non-fatal shooting victims and a decline in murders from 24 to 23. Fueled by initiatives such as Project TLC, a concerted effort led by the KPD and the City of Knoxville's Office of Community Safety aimed to quell gun violence, these statistics mark the impact of their strategy. After its implementation in a high-violence area in November 2023, the designated TLC zone hasn’t seen a single fatal or non-fatal shooting incident since, according to the KPD report.
In tandem with crime reduction, community engagement has been a priority for the department, manifested in numerous initiatives that include sports and educational activities for at-risk youth. October 2024, just as they were successfully disposed of by the KPD’s Bomb Squad, saw the discovery of over 400 sticks of dynamite leading to widespread evacuations and a 48-hour tense resolution.
Professional development also received substantial attention with many members of the Command Staff attending national training programs. With an eye on continuous improvement, 2024 saw the KPD add its first-ever Police Audits and Compliance Specialist to improve quality control, as reported by the department. The announcement comes as part of their larger strategy of departmental evaluations like the Non-Fatal Shooting Assessment and the Crime Analysis Capacity Assessment done in 2024.
Lastly, the department’s recruitment drive bore fruit – Over 40 recruits entered the 2025-A Basic Recruit Academy, marking this class as one of the largest in recent history. This followed the launch of a robust recruitment marketing campaign that included new digital strategies spearheaded in partnership with All-Star Solutions. "Those recruitment efforts appeared to pay dividends," said Noel in reference to the influx of new officers.
