The Sacramento City Council has decided to use last year's surplus to reduce the projected budget shortfall for Fiscal Year 2025/26. On Tuesday, the council allocated $23.6 million from previous year savings to help address the deficit. However, a recent $5.4 million reduction in homelessness funding from the State has increased the gap, leaving the city with a $44.1 million shortfall to address, as reported by the Sacramento City Express.

The year's savings were attributed to higher tax revenues, especially from property taxes, along with departmental budget savings and the recovery of investment losses, which had been affected by Federal Reserve rate hikes. Last year, the city addressed a similar fiscal challenge, closing a $66 million budget gap without major cuts or job losses by utilizing a mix of one-time cash infusions, fee increases, and program adjustments.

"We are committed to transparency and thoughtful planning as we navigate this budget challenge," the city's Finance Director Pete Coletto was quoted in the Sacramento City Express. "While we have successfully managed similar deficits in the past, we recognize the growing financial pressures and uncertainties ahead."

The city continues to face financial challenges as its expenditures exceed its revenue, creating an ongoing structural budget issue. In response, city departments have been tasked with developing strategies to balance the budget, which could involve reductions of up to 15% of their General Fund budgets. This approach aims to offer a variety of options rather than implementing uniform cuts.

Proposals to address the budget gap will be made available in March. A balanced budget is scheduled to be presented by April 30, with public hearings planned for May. The City Council aims to adopt the final budget by early June. Sacramento residents can provide input by attending public meetings, submitting e-comments, or contacting the Mayor or their Councilmember.
