Texas Lawmaker Proposes Stricter Penalties for "Jugging" Crimes in Wake of Rising Offenses in Fort Worth and HoustonSource: Google Street View

Texas lawmakers are targeting "jugging," where thieves follow bank customers to rob them or break into their vehicles. Rep. David Cook filed House Bill 1902 on January 16 to make it a specific crime, with penalties ranging from a state jail felony to a first-degree felony if violence is involved, according to both KHOU 11 and Click2Houston.

A Houston woman, Katherine, had her car broken into and $1,000 stolen after withdrawing cash from a bank and heading to her church. "I think that it's very possible for whoever committed this crime to be found, and I would hope that the police will take this very seriously," she told KHOU 11.

The Houston Police Department formed a task force in 2023 to address jugging crimes, and Rep. Cook introduced a bill that could create a new crime category and change the state's approach. He stated that it would "give law enforcement a clear framework to crack down on jugging before it leads to serious injury or loss of life." Houston police are also searching for a grey Infiniti linked to Katherine’s case and possibly others, as reported by KHOU 11.
