The resolution condemns Russia's illegal aggression and attempts to annex Ukrainian territories. Senators from both parties, including Roger Wicker and Dick Durbin, co-sponsored the resolution. It also praises international efforts, such as those of NATO and the Ukraine Defense Contact Group, and stresses the need for Ukraine's involvement in future discussions with Russia.

In a united front, Senators like Roger Wicker, Dick Durbin, Lisa Murkowski, and Tim Kaine have pledged their support. "During my recent visit to Ukraine with Senators Tillis and Bennet, we witnessed the Ukrainian Armed Forces’ determined resistance and the government’s commitment to democracy, despite constant Russian attacks. This resolution reaffirms our commitment to supporting Ukraine’s sovereignty, supports Ukraine’s Euro Atlantic integration, and emphasizes the need for Ukraine to be at the negotiating table when determining its own future," Shaheen said in the same release.
