In its latest annual fiscal report, the Arizona School District has disclosed a significant uptick in spending for the 2024 financial year, a whopping $13.1 billion in total, marking a $500 million increase compared to the previous year. This jump, primarily bolstered by a one-time $300 million State aid boost and elevated base-level funding, gave all operational areas — including instructional spending — a bump in per-student expenditure. However, a closer examination reveals a shift in priorities, as instructional spending snagged a smaller slice of the pie, resulting in a statewide decrease to 52.6 percent of operational spending, the lowest since 2001, as reported by the Arizona Auditor General.
While teacher salaries experienced a statewide upswing, climbing to an average of $65,113, a hefty 34.6% rise from 2017, the picture isn't uniformly rosy. In 38 percent of districts, teacher salaries took a dip as these areas curtailed their spending of COVID-19 federal relief funds on teacher pay and didn't fully bridge the shortfall with other means of funding.
Digging into the details of school district spending efficiency, variations are glaring, especially in areas such as plant operations, across similar districts. This variation underscores potential avenues for districts to streamline and optimize, liberating funds that could then be used to push teacher salaries upward, shrink class sizes, or advance other district priorities, as per the Arizona Auditor General.
