"Mayor Scott's statement, detailed by the City of Baltimore press release, outlines intentions to boost public safety, support equitable development, and safeguard vulnerable populations to bolster Baltimore's allure.

While the broader Baltimore-area suburbs also reflected population growth, the city core's resurgence has been particularly significant against annual declines since its peak in 2014.
