The appointees, alongside four reappointments including the new chair, Ellen M. Bauman, are set to apply a diverse set of expertise and backgrounds in pursuit of enhancing disability policies and compliance within the state.
Known for his work in the Valley Association for Independent Living, Juan Carlos Lopez is now committed to serve until February 1, 2026, as part of the committee, as mentioned in the same press release. Serving as a support member and translator for the Texas Civil Rights Project, Lopez brings a strong background in legal aid to the table. Chelsea Elliott, a St. Edward’s University graduate and the founder of Half Helen, will contribute her experiences in visual health and mentorship to the committee. Working as mentors, both appointed, they bring not only their expertise but a promise of advocacy for those whose voices often go unheard.
Ronald Browning's rich history of volunteering with organizations that focus on the interests of persons with disabilities, including Texas Advocates and The Special Olympics, and his leadership roles in various committees at all levels, is expected to add substantial value to the committee's mission. Meanwhile, Lisa Treleaven, Ed.D., a licensed counselor, offers her experience in education and mental health, alongside her strategic roles with Texas Children’s Hospital and other emergency service organizations, epitomizing the collaborative spirit needed to foster changes in disability policy.
With a tenure that began in 2018, the new chair, Ellen M. Bauman, carries a torch that has been lit with dedication to the community, having previously served in several disability advocacy and policy groups, and her formal work as the special needs ministry liaison for First United Methodist Church in Arlington. Neva Fairchild and Kristie Orr, Ph.D., both reappointed for their profound expertise in the fields of blindness services and disability resources in higher education respectively, promise to continue their advocacy with renewed vigor under Bauman's leadership, signaling a steadfast march towards progress in addressing challenges faced by individuals with disabilities.
