Garrett faces a federal complaint alleging his intent to coerce or entice a child for illegal sexual conduct. Detailed in a release by the Knoxville Police Department, the investigation that flagged Garrett was led by the Tennessee Internet Crimes Against Children Task Force (ICAC), a conglomerate of 74 law enforcement agencies combatting digital threats against the youth.
Garrett, who found himself ensnared by the Task Force's vigilant surveillance, had reportedly been negotiating to meet for sexual activities with a child under 12, an act that invokes a profound disturbance to the conscience. The Knoxville Police and Homeland Security agents, acting on information accrued during the investigation, intercepted Garrett as he appeared at the predetermined Knoxville location where he was alleged to engage in this heinous act.
