The Philadelphia Police Department is seeking help from the community to locate a missing man in the city's 14th District. Richard Campbell, a 40-year-old male, was last seen on Tuesday. He is described as being 6'2", weighing around 210 lbs, with brown eyes.
According to the Philadelphia Police Department, Campbell was last seen around 5:00 a.m. on the 11XX block of East Upsal Street, wearing blue pants, a red/blue long sleeve shirt, and white sneakers.
