Phoenix has opened the Phoenix Navigation Center, a 280-bed shelter at 11 S. 71st Avenue, to provide housing, job opportunities, health care, and case management for individuals experiencing homelessness. The center is part of the city's efforts to expand shelter services, adding more than 1,200 beds since 2022. The Phoenix Navigation Center in west Phoenix is funded by the Arizona Department of Housing, City of Phoenix American Rescue Plan Act, and general funds, in partnership with Community Bridges Inc. and St. Vincent de Paul. According to the City of Phoenix, the center provides 200 dorm-style beds and 80 private beds made from modified shipping containers, along with meal services, storage, housing assistance, and health services. It also offers workforce development through programs like the St. Vincent de Paul Neighborhood Brigade, where shelter guests can earn income through neighborhood beautification projects. John Hogeboom, President and CEO of Community Bridges Inc., stated, "Community Bridges is proud to stand hand in hand with the City of Phoenix, working together to provide shelter services, access to housing, substance abuse and mental health resources, and overall support for our community."

The Office of Homeless Solutions has implemented a 24-hour hotline for resident concerns, a community advisory committee, and neighborhood improvements, including enhanced street lighting near Fowler Elementary School and security tools for local businesses.
