According to the arrest report, a juvenile witness observed Bouie poking a hole in the water bottle before he sprayed the contents into the lap of an Exceptional Education Student he was assigned to assist, this situation led to charges of child abuse without great bodily harm and battery. Following these events, Seminole County Public Schools has placed Bouie on administrative leave, a spokesperson for the district informed WFTV, adding, "Any allegations of misconduct by staff are taken seriously and addressed quickly."

The incidents at the high school where Bouie worked came to light when a Sanford Police Department School Resource Officer was tipped off on Thursday, prompting the investigation that led to the arrest the following day. Bouie now faces two counts of battery, touch or strike, along with two counts of cruelty toward a child and child abuse without bodily harm.
