The search for an East Cleveland murder suspect came to an end this morning as U.S. Marshals apprehended 40-year-old David Wayne Garner. Garner, who the East Cleveland Police Department had wanted for a shooting on January 20, 2025, was arrested without incident in Cleveland Heights, OH. According to a press release from the U.S. Marshals Service, Garner is accused of the aggravated murder of Rashawn Brinkley, who was shot twice in the head while seated in a vehicle on Shaw Ave. in East Cleveland.

Following the adoption of the case on February 19 by the U.S. Marshals Northern Ohio Violent Fugitive Task Force (NOVFTF), an intensive search was underway to locate Garner quickly. During this period, he had managed to evade capture on multiple occasions. The NOVFTF finally zeroed in on Garner at the 2200 block of Brockway, where he was taken into custody. "This type of violence has no place in our community, and it’s a top priority to make sure violent criminals such as this are taken off the streets as quickly as possible," U.S. Marshal Pete Elliott stated through the U.S. Marshals Service's official website on the press release.

Garner's arrest results from the coordinated efforts of multiple NOVFTF – Cleveland Division agencies. Among them are the U.S. Marshals Service, Cleveland Police Department, Cuyahoga County Sheriff’s Office, and several other federal, state, and local agencies. This collaboration underscores the commitment to addressing violent crime and ensuring that suspects face the legal consequences of their actions.
