Estes, whose résumé boasts a nine-year tenure as a Senior Field Correspondent for the local NPR station, is no stranger to the intricacies of municipal workings, having covered Phoenix City Hall and earning recognition for high-caliber stories on presidential campaigns, public policy, education, and business.
Estes expressed her esteem for Vice Mayor O’Brien's work ethos and achievements, pointing out her bipartisan approach to tackling pivotal issues such as economic development, homeless services, and public safety, saying, "For four years, I observed Vice Mayor O’Brien working with her colleagues, city staff and residents to address important issues including economic development, homeless services, and public safety." O'Brien reciprocated the admiration, hailing Estes' deep knowledge and commitment to public service, "Christina’s knowledge of city operations, passion for local government, and love for Phoenix will serve my office and the city well," as penned on the government site.

As reported on the Phoenix government's website, O'Brien's tenure has seen the implementation of various innovative policies, including an alternative court system for the unhoused that eschews incarceration in favor of sustainable solutions to homelessness. The introduction of drones and AI technologies to assist first responders, and the establishment of a lockbox program that aids first responders in accessing homes of seniors and disabled individuals without inflicting property damage.
