Marshall Paul Garrett, 38, whose criminal history already included a murder charge, is facing additional legal troubles after his dogs were implicated in the fatal mauling of his neighbor. KHOU reports that Garrett has been charged with three counts of felony criminal negligence following the deadly attack on Harriette Phillips in northeast Houston last month.

Phillips, 65, was savagely attacked by Garrett's three dogs—a detail captured on surveillance video as she attempted to defend herself with a hammer. Alerted by text about his dogs' escape earlier, Garrett had claimed he would address the situation, according to the ABC13 report. Despite his assurances, tragedy struck when the canines fatally mauled Phillips in her own yard. The animals involved in the incident, all Staffordshire mixes with a history of escaping their enclosure, have since been euthanized.

Compounding the gravity of the current charges, Garrett is also implicated in a separate murder case stemming from an attack on a 69-year-old man in October 2024. KHOU has revealed court documents that detail how Garrett and an accomplice, Latrecia Washington, are accused of assault leading to the victim's death over a dispute involving counterfeit jewelry. The altercation resulted in blunt-force trauma to the victim's head, causing his demise twelve days later.

Garrett, who was previously out on bond for allegedly running from police, is still on the run. Authorities are asking the public for help finding him. Anyone with information is urged to contact Houston police or Crime Stoppers. Bringing him into custody could help bring justice to those impacted by these serious incidents.
