
The Jacksonville Sheriff's Office (JSO) has released a redacted incident report detailing the events that led to the death of 31-year-old inmate Charles Faggart at the Duval County Jail. The report, which came out on Monday, is part of an ongoing investigation into the tragic incident that occurred on April 7. According to the report obtained by First Coast News, Faggart was restrained and placed in a Restraint Safety Chair after reportedly demonstrating "aggressive, erratic and disruptive behavior." The officers involved deemed this action necessary as Faggart posed a threat to himself, others, and property.
During the incident, officers stated that Faggart continued to display increasingly aggressive behavior, including "kicking his feet and thrashing his body," leading Sgt. W. Cox and others to take further action, the details of which remain undisclosed due to the ongoing investigation. The partially redacted report, shared by JSO on social media and cited by News4Jax, identifies nine officers who are currently under investigation in connection with Faggart's subsequent hospitalization and death.
Additional context to the situation was given in a statement where Faggart is reported to have experienced what appeared to be a seizure and was later heard telling a mental health director that he "did fentanyl." This information comes from a report shared by Action News Jax. Following this, he was deemed fit for self-harm housing by the director, who advised Sgt. Cox that she would complete the requisite paperwork. Faggart's critical condition led to his transfer to a hospital where he died days later.
According to the incident report, the events began early in the morning and lasted over two hours, ending with Faggart being taken to the hospital. The investigation is still ongoing, especially into the parts of the report that were redacted, as the community and Faggart's family search for answers about what led to his death. The officers involved, whose names were released by JSO, are now waiting for the results of an inquiry that will closely examine their actions that morning.
