Despite the apparent appeal of a $60 incentive per student for adopting districts, critics of Bluebonnet Learning have not withheld their dissatisfaction, as evident during the public comment segment of the meeting. Opponents suggest that integrating such a curriculum oversteps the constitutionally enshrined separation of church and state, thus violating the establishment clause of the Constitution, the Houston Chronicle reports. Among them, Katy ISD senior Jarred Burton criticized the predominant focus on Christianity, stating, "Certain lessons in the Bluebonnet curriculum unfairly and disproportionately cover Christianity over other religions."

Supporters of the curriculum, including State Board of Education member Audrey Young, clarify that Bluebonnet Learning is not intended to proselytize. "If you haven’t read it yourself, you don’t have a place to speak about it," Young remarked in response to the backlash. She emphasized that less than 10% of the curriculum is Bible-based and is included "for the literary and historical value of the content and its connection to creating a strong background of knowledge." Still, reservations remain high among some trustees and the broader community, as per Houston Chronicle.

Bluebonnet Learning incorporates religious content into subjects such as math and reading for elementary students, as well as math for middle schoolers. While the inclusion of Biblical material is intended to enhance students' literacy and historical understanding, its adoption by some districts, like Conroe ISD, and its consideration by others, such as Fort Bend ISD, have placed the public education system at the crossroads of secular educational requirements and religious content, sparking ongoing debates.
