Memphis-Shelby County Schools’ interim superintendent, Dr. Roderick Richmond, has revealed his strategic vision for the district with a 100-day plan. Grappling with issues ranging from academic performance to community relations, the plan features a set of priorities designed to address key areas of concern for the district. Each priority is set with clear goals, action steps, and metrics to assess progress, according to the overview made available by Action News 5.

The plan emphasizes five strategic areas, including Governance and Board Relations, Student Achievement, Staff Relations and Capacity, Operations and Finance, and Community Relations. In presenting the plan, Dr. Richmond underscored what he calls the "five A's": academic, attendance, attitude, arts, and athletics, each with specified objectives to elevate student engagement and proficiency. Believing to bolster the link between elementary, middle, and high school experiences, a part of the strategy details "feeder patterns," aiming to streamline curriculum across the district, as reported by FOX13 Memphis.

Performance outcomes highlighted by Dr. Richmond include a 5-10% per-year rise in student math and literacy proficiency by the end of the first year, alongside a drive for 85% teacher participation in professional development that harnesses data-driven instruction. Another ambitious target featured in the plan is achieving a complete integration of arts into at least one core curriculum subject per grade level. Enhanced student involvement in performances and exhibitions, along with an uptick in external funding for arts programs by the end of Year 1, are among the key indicators of progress set forth by Dr. Richmond. As per a statement obtained by FOX13 Memphis, MSCS Board Member Tamarques Porter lauded the plan as "great" and "comprehensive," highlighting its potential to bring much-needed stability back to the district.

Despite the high ambitions, the plan has raised some concerns among board members, particularly around the implementation of feeder patterns. Dr. Richmond, while advocating the strategy, outlined the potential it has to significantly rejuvenate a community, using an example of introducing STEM education tied to local industry, such as a partnership with Elon Musk’s xAI supercomputer. Despite these visions, some board members expressed trepidation believing it could curtail parental choice in school selection. In response, Dr. Richmond clarified that the strategy aims to customize support and concentrate on the unique needs of individual communities, as detailed during a board meeting and reported by WREG.
