That’s why I’ll refuse any state budget deal that doesn’t fix this fatal flaw in our laws,” Hochul commented.

The disclosed findings span across three reports, the Domestic Violence Regional Councils (DVRC), Survivor Listening Sessions (SLS), and the Domestic Violence Fatality Reviews (DVFR), all unearthing a unifying narrative of gender-based violence survivors that yearn for more support from the criminal justice maze, 2019's overhaul of the discovery laws has been under scrutiny since the instance of case dismissals in NYC for crimes related to domestic violence leaped by 26 percent, illuminated by the rapid dismissal of cases on what are deemed trivial technical blunders, like a missing command log or unshared body camera footage, leading to nearly 94 percent of cases getting dropped in NYC alone, and about half outside the metropolis.

The Governor's office claims that these adjustments to the Discovery Law are concocted without unsettling the core virtues of the 2019 reforms, sharply focusing on protecting victims and not letting cases be thrown out over issues benign to the defense. A broad-spectrum of support has mounted for Governor Hochul's initiative, aligning perspectives from varied quarters, including district attorneys, advocates for domestic violence victims, religious groups, business communities, and law enforcement associations such as the New York State Sheriff's Association and the District Attorneys Association of the State of New York, according to the same press release.
