The Governor's office relayed that the standard protocol entails lowering flags during such times of collective loss and recommended that Pennsylvanians participate in this gesture. Notably, an official statement from the governor emphasized the importance of this act of tribute, announcing, "Today, Governor Josh Shapiro ordered United States and Commonwealth flags on all Commonwealth facilities, public buildings, and grounds across the Commonwealth of Pennsylvania to fly at half-staff immediately in honor of His Holiness Pope Francis," and was disclosed by the State of Pennsylvania.
