The Philadelphia Police Department is seeking help in locating 32-year-old Richard Waller, who has been missing since last month. Waller was last seen on Plum Street near the 1700 block, and he may also be in the area of 4200 Welsh Road.
According to the Philadelphia Police Department, Waller is described as weighing 130 pounds, with brown eyes and black hair. He was last seen wearing a black hooded sweatshirt. Authorities have not released further details about his appearance or markings and are asking anyone with information to contact them.
