
The City of Portland's administration is undergoing an adjustment to its mode of operation, as indicated by recent updates from the Bureau of Planning and Sustainability (BPS). According to the City of Portland, voters in 2022 had given their nod to revamp the city's government structure, a move to enhance policy creation and community engagement. This transformative step has seen the day-to-day oversight of City services transition into the hands of a mayor elected citywide and a professional city administrator, while the city council will predominantly focus on policy setting.
As outlined in the update from BPS, the city's code and charter have been updated, and bureaus, programs, and services have been organized under a city administrator's leadership. These changes, which aim to streamline operations, include new key leadership positions and realigned core services to improve efficiency and effectiveness. To establish new roles in the process, the positions of the mayor, city administrator, and city council have been modified to fit within the overhauled governmental framework.
In line with the new structure, BPS leadership has proposed updates to administrative rules and other policy documents, ensuring they conform to the new authorities and delegations as dictated by the updated City code and charter. The proposed changes are not about altering the substance of policies or rules but simply mirror the transfer of authority from the director to the city administrator. Although, in practice, many of these day-to-day duties, the authority of which has been transferred to a city administrator, will be delegated back to the bureau.
