
U.S. Customs and Border Protection officers at the Brownsville Port of Entry took into custody a fugitive accused of a sex crime involving a minor, local authorities reported Friday. The arrest took place at the Veterans International Bridge after officers conducted a secondary inspection of a vehicle driven by 40-year-old Ibis Gutierrez, a Mexican citizen and lawful permanent U.S. resident.
During their investigation, CBP officers employed biometric verification and consulted federal law enforcement databases to establish the identity of the suspect. According to the U.S. Customs and Border Protection, Gutierrez was confirmed to have an outstanding felony warrant for indecency with a child by contact, issued by the Brownsville Police Department.
"Apprehensions of persons wanted for alleged sexual crimes involving children are among the most heinous that we encounter at Brownsville Port of Entry," Port Director Tater Ortiz was quoted, "Apprehensions like these help keep our border communities safe and underscore the importance and necessity of our border security mission." Gutierrez's arrest marks an ongoing effort by border protection agencies to leverage technology and information sharing to track and apprehend individuals charged with serious offenses, as per U.S. Customs and Border Protection.
Following the confirmation of the warrant, CBP officers turned Gutierrez over to the custody of the Brownsville Police Department. The significance of this event is underscored by the capabilities of the National Crime Information Center (NCIC), a resource that has historically aided CBP officers in detaining persons charged with a spectrum of crimes, ranging from homicide and money laundering to narcotics distribution, and now indecency with a child. Despite Gutierrez's arrest, he has rights under the law, criminal charges are merely allegations, and he remains presumed innocent unless proven guilty in a court.
