Residents and stakeholders in Clackamas, Oregon, are to potentially brace for an update in the costs related to water environment services. Clackamas Water Environment Services (WES) has proposed revisions to its system development charge (SDC) methodologies for sanitary sewer and stormwater services. A public hearing is scheduled for August 14, to deliberate on the proposed methodology and fees, according to an announcement on Clackamas County's official website.
The draft methodology indicates a significant shift in fees with the proposed maximum SDC reaching $12,285.00 per Equivalent Dwelling Unit (EDU) for the Sanitary Sewer SDC and $480.00 per Equivalent Service Unit (ESU) for the Stormwater SDC. The WES Board of Directors plans to gradually introduce these updates, opting to phase in the new fees over a span of ten years. In the first year, the sanitary sewer fee is slated to increase from an existing $9,100.00 to $9,375.00 per EDU, while the stormwater service fee will jump to $265.00 from $246.50 per EDU. These initial increases represent a 3.0% and a 7.5% change respectively.
Clackamas County residents have an opportunity to voice their opinions on these changes before anything is set in stone. Public participation is encouraged, and those wishing to contribute can submit written testimony via email at [email protected] or to present in person with seven copies at the hearing. More detailed information on the proposal process and how to engage in the public hearing can be found on the Clackamas County news announcement.
The proposed adjustments are considered critical for maintaining and expanding the capacity of the region's water management facilities. As stated on the Clackamas County website, "The WES Board of Directors has expressed support for a 10-year phase-in of the new maximum calculated SDCs."
