In a significant legal pushback against the Trump Administration, a federal judge has delivered a temporary restraining order, effectively slamming the brakes on the Administration's attempt to impose additional, and what some have argued are "unlawful," conditions on federal grants meant to aid local jurisdictions. On Wednesday, this order was issued, requesting an immediate halt to these new stipulations being tacked onto funding for housing and other support services.

Executive Ryan Mello of Pierce County provided a statement, "I’m encouraged by this ruling. We want nothing more than to use these funds for their intended purpose which is providing housing and support services to hundreds of vulnerable people." Mello continued, indicating that the Administration's tactics were seen as a way to strong-arm jurisdictions into adopting "extreme anti-LGBTQ, anti-immigrant and anti-DEI ideologies," according to Pierce County’s statement. Pierce County and seven other local jurisdictions found themselves allied in a lawsuit filed on May 2, challenging the Department of Housing and Urban Development (HUD) and other federal agencies on the new grant conditions.

The temporary restraining order, now in effect, imposes a two-week period during which HUD cannot require the grant applicants to assure adherence to the controversial grant conditions. According to the Tacoma News Tribune, the judicial intervention provides a reprieve to these local governments as they prepare for the next legal step: filing a request for a preliminary injunction, which aims to maintain the status quo until a final decision can be made.

The collective, which includes heavy hitters like King County, Snohomish County, San Francisco, and New York City, among others, has made it apparent they will not stand pat while federal funds, critical for the welfare of their communities, are leveraged as political pawns. The grants in the spotlight here include the $4.95 million allotted to Greater Pierce County Continuum of Care (COC) projects, which, as outlined in the County’s announcement, provide vital assistance to various marginalized groups, from individuals with disabilities to at-risk youth.
