Former Boston City Councilor Frank Baker has thrown his hat back into the political ring, signaling a return to municipal governance by filing paperwork to run for an at-large council seat. As reported by WHDH, Baker represented most of Dorchester and parts of South Boston for 12 years before choosing not to seek reelection in 2023.

"Well, I’m a different person this time around. I think my voice is a valuable voice and I’m looking forward to representing the entire city of Boston," Baker said in a statement obtained by WHDH. This bid by the Democrat, known for his conservative stance, was largely spurred by constituents who felt his absence on the council.

According to a Boston.com, Baker wrote, "Since I stepped back from my role on the City Council, I have heard a steady beat of Bostonians urging me to step back in and get involved. After much deliberation and discussion, I have decided to answer the call and do just that."

His candidacy arrives amid praise for John FitzGerald, who won Baker’s former district seat in 2023. Larry DiCara, a former council president familiar with Boston politics, told Boston.com that Baker likely respects the work FitzGerald is doing. "When (Baker) was on the council, he probably asked the toughest questions, and it will probably increase the volume of the council race, and I think it’s good for democracy," DiCara noted.

Currently, the at-large seats on the Boston City Council are held by Ruthzee Louijeune, Erin Murphy, Julia Mejia, and Henry Santana. Former Councilor Frank Baker’s decision to run again could impact council dynamics, especially in policy areas where he has previously opposed measures such as rent control and taxes on high-end real estate deals. His return may bring more debate to the council.

Louijeune and Murphy are expected to remain strong contenders in the upcoming election. Murphy has at times aligned with Councilor Ed Flynn in opposition to the mayor and her allies. Last November, Flynn and Murphy raised concerns about Louijeune’s behavior in council meetings and her approach to certain issues.

Baker’s announcement adds a new element to the upcoming city council races. After a break from public service, he is aiming to return to a legislative role. The election may indicate how voters feel about the direction of Boston’s city government.
