
In a notable case underscoring the ongoing efforts to combat gun violence, Otis Shivers, a 51-year-old Jacksonville man with a history of felony convictions, has been sentenced to a 15-year term for illegal firearm possession. According to the U.S. Attorney's Office, Shivers's sentence was passed down by Senior U.S. District Judge Harvey E. Schlesinger after he pleaded guilty to the charge on November 20, 2024.
The court documents reveal an encounter between Shivers and the Jacksonville Sheriff’s Office on October 29, 2021. Officers were patrolling when they noticed Shivers engaged in what appeared to be a loud conversation with himself. Upon approaching Shivers, officers immediately identified a firearm in his waistband. Initial investigations confirmed that Shivers had an extensive criminal history, including multiple felony convictions for drug sales dating back to 1991, which subsequently led to qualify him under the Armed Career Criminal Act for enhanced penalties.
A pronounced initiative, Project Safe Neighborhoods (PSN), aims to bring down violent crime rates by fostering partnerships between law enforcement agencies and the communities they serve. Shivers's case was investigated with coordination between the Jacksonville Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives, and it was prosecuted by Assistant United States Attorney Frank Talbot. The PSN program, revitalized on May 26, 2021, with a strategic approach to violence reduction, aligns law enforcement efforts with community-based prevention initiatives.
