Memphis Mayor Paul Young has appointed a new key player to expedite the city's development and infrastructure projects. John Zeanah, a seasoned planner who’s been at the helm of several transformative initiatives in the region, will now steer the city’s growth as the Chief of Development and Infrastructure. According to the City of Memphis's official announcement, Zeanah's appointment is set to synchronize efforts across multiple departments to achieve streamlined and effective outcomes for Memphis’s future.

Mayor Young indicated that the position is critical for effective execution, and alignment is a central piece of the puzzle. Zeanah's track record includes directing the Memphis 3.0 plan, an update that brought the city’s comprehensive planning into the contemporary era and garnered national recognition. Under his leadership, the plan picked up the Daniel Burnham Award of Excellence from the American Planning Association, as per the city's website.

With a job description that spans across departments and disciplines—including Planning and Development, Engineering, Housing and Community Development, and Public Works—Zeanah will be tasked with breaking down silos to improve coordination. As Mayor Young stated, Zeanah's partnership with the Chief Operating Officer is expected to "bridge strategy and service delivery," ensuring that plans are not only made but also realized, with an intimate understanding that "every second counts," as reported by the city's official website.

Zeanah, for his part, emphasized the importance of every facet of city-building, from the mundanities of permitting to the broader strokes of economic development. "This role is about strategic alignment: making sure our departments, agencies, plans, and investments are coordinated and driving toward shared goals," Zeanah explained, as noted by the City of Memphis. He conveyed his eagerness to collaborate closely with the COO and other leaders to establish Memphis on a path of smart, inclusive growth. His previous work in securing significant federal funding for flood resilience in various communities has not gone unnoticed, demonstrating his capacity to attract and manage crucial investment for the city.

Before stepping into his recently acquired role, Zeanah's contributions to the city’s housing policy plan, climate action tactics, and the $200 million Accelerate Memphis initiative have been instrumental. He has been recognized as a credible figure in the urban planning sphere, further evidenced by his involvement in the steering committee for the Housing Supply Accelerator. Zeanah's educational background includes a BA from Rhodes College and a Master of City and Regional Planning from the University of Memphis, aligning his academic credentials with his practical experience.
