Minnetonka Police Capt. Rachel Meehan underscores the role of law enforcement in promoting safety and clearing up confusion about regulations. "Safety is always our top concern," Meehan stated. "But our presence alone can also clear up a lot of questions about what’s allowed where."

Officers, whose new e-bike details are meant for educating the public on trail rules and enforcement efforts, are increasing. Communities, meanwhile, are tracking e-bike usage and lobbying for consistent statewide legislation on helmet usage and safety. This would address the current challenge, as Capt. Meehan expressed, "Enforcement becomes very difficult when you have different standards in different places."

Minnetonka's e-bike rules are straightforward—riders must be 15, and e-bikes are allowed on most streets and trails, with helmets being encouraged but not mandatory. The effort to harmonize these rules and spread awareness falls to the officers on e-bike patrol and city initiatives aiming to ensure the trails continue to be an asset for recreation and transportation alike.
